Narrative:
We were taxiing down 'a' approaching 'C.' there was 1/2 inch snow partially obscuring taxiway markings. Yy airlines called the tower ready for takeoff as they turned from 'B' onto 'C.' tower instructed them to 'hold short of runway 1L.' in their haste they taxied across the hold short lines of runway 16. I called 'hey, yy you are 20 ft past the hold short line.' tower asked for clarification then had airline execute a missed approach. From where we were stopped at the end of 'a.' it appeared the yy had completely crossed the hold short lines. We could see that the entire yy aircraft was west of the hold short sign on the south side of 'C.' from our vantage point we could see the back side of the sign and a little of the painted taxiway markings. I would estimate yy nose wheel was less than 15 ft from the rectangular portion of the runway when they stopped. Braking action was fair to poor.

Title: RPTR IN ACFT X ANNOUNCED OVER THE AIR THAT ACFT Y HAD TAXIED WITHOUT CLRNC ONTO THE ACTIVE RWY WHICH PROMPTED THE TWR TO SEND ACFT Z ON FINAL AROUND.
Narrative: WE WERE TAXIING DOWN 'A' APCHING 'C.' THERE WAS 1/2 INCH SNOW PARTIALLY OBSCURING TXWY MARKINGS. YY AIRLINES CALLED THE TWR READY FOR TKOF AS THEY TURNED FROM 'B' ONTO 'C.' TWR INSTRUCTED THEM TO 'HOLD SHORT OF RWY 1L.' IN THEIR HASTE THEY TAXIED ACROSS THE HOLD SHORT LINES OF RWY 16. I CALLED 'HEY, YY YOU ARE 20 FT PAST THE HOLD SHORT LINE.' TWR ASKED FOR CLARIFICATION THEN HAD AIRLINE EXECUTE A MISSED APCH. FROM WHERE WE WERE STOPPED AT THE END OF 'A.' IT APPEARED THE YY HAD COMPLETELY CROSSED THE HOLD SHORT LINES. WE COULD SEE THAT THE ENTIRE YY ACFT WAS W OF THE HOLD SHORT SIGN ON THE S SIDE OF 'C.' FROM OUR VANTAGE POINT WE COULD SEE THE BACK SIDE OF THE SIGN AND A LITTLE OF THE PAINTED TXWY MARKINGS. I WOULD ESTIMATE YY NOSE WHEEL WAS LESS THAN 15 FT FROM THE RECTANGULAR PORTION OF THE RWY WHEN THEY STOPPED. BRAKING ACTION WAS FAIR TO POOR.
