Narrative:
I flew down the russian river over guerneville at around XX30 on jan/aa/95. (A temporary flight restr was in effect for this area unknown to me.) by telephone, I listened to the automated briefer on 1-800wxbrief. I then contacted a flight service person and asked if there were any NOTAMS for flight restrs for the north bay and specifically the russian river and guerneville. The flight service person said there had been but did not think there were any longer. The flight service person then checked to be sure and came back with 'no restrs.' so I flew through the area on my flight while monitoring santa rosa tower. There was no other traffic in the area. I was always outside sts traffic area and did not talk to tower. Upon returning I went out to dinner where I met another pilot who told me that there were temporary restrs for the area broadcast on santa rosa ATIS. I don't know who is right, FSS or the ATIS, but I was told 'no restrs' immediately prior to my flight by oak FSS at around XB00 PST on jan/aa/95. In the future, I will check more than one source for this information. Also, I will be sure to give my n- number whenever I talk to a FSS person for anything pertaining to the safety of a flight.

Title: INADEQUATE NOTAM SVC.
Narrative: I FLEW DOWN THE RUSSIAN RIVER OVER GUERNEVILLE AT AROUND XX30 ON JAN/AA/95. (A TEMPORARY FLT RESTR WAS IN EFFECT FOR THIS AREA UNKNOWN TO ME.) BY TELEPHONE, I LISTENED TO THE AUTOMATED BRIEFER ON 1-800WXBRIEF. I THEN CONTACTED A FLT SVC PERSON AND ASKED IF THERE WERE ANY NOTAMS FOR FLT RESTRS FOR THE N BAY AND SPECIFICALLY THE RUSSIAN RIVER AND GUERNEVILLE. THE FLT SVC PERSON SAID THERE HAD BEEN BUT DID NOT THINK THERE WERE ANY LONGER. THE FLT SVC PERSON THEN CHKED TO BE SURE AND CAME BACK WITH 'NO RESTRS.' SO I FLEW THROUGH THE AREA ON MY FLT WHILE MONITORING SANTA ROSA TWR. THERE WAS NO OTHER TFC IN THE AREA. I WAS ALWAYS OUTSIDE STS TFC AREA AND DID NOT TALK TO TWR. UPON RETURNING I WENT OUT TO DINNER WHERE I MET ANOTHER PLT WHO TOLD ME THAT THERE WERE TEMPORARY RESTRS FOR THE AREA BROADCAST ON SANTA ROSA ATIS. I DON'T KNOW WHO IS RIGHT, FSS OR THE ATIS, BUT I WAS TOLD 'NO RESTRS' IMMEDIATELY PRIOR TO MY FLT BY OAK FSS AT AROUND XB00 PST ON JAN/AA/95. IN THE FUTURE, I WILL CHK MORE THAN ONE SOURCE FOR THIS INFO. ALSO, I WILL BE SURE TO GIVE MY N- NUMBER WHENEVER I TALK TO A FSS PERSON FOR ANYTHING PERTAINING TO THE SAFETY OF A FLT.
