Narrative:
In oct I approved student pilot for solo flight in his C-172. Student had had substantial training with another instructor 10 yrs earlier. I spent approximately 8-10 hours of pre-solo training with him during aug-sep/94. Student was authority/authorized to solo in winds under 6 KTS and crosswind components less than 3 KTS. Student's airplane was down for maintenance through significant portions of oct, nov, and dec 1994. Thus, I had little contact with student through this period and did not directly track his unsupervised solos. On jan/sun/95, FAA inspector from fresno FSDO ramp-checked student after landing at mae. It was found that student was carrying an adult passenger and that his solo signoff (90 days) had expired. Student has agreed to surrender his student pilot certificate to FAA. He will not be issued a new one for 1 yr. FAA inspector called me for information. I recited history as stated here, and told inspector that the prohibition against carrying passenger was reviewed with student both verbally and on his pre-solo written test. Inspector asked for copies of my flight instructor records and of pre-solo written test. I agreed to send them. Student also ignored large bold-faced print on student pilot certificate 'passenger-carrying prohibited.'

Title: FAA RAMP CHK IDENTS SPI CARRYING PAX. INSTRUCTOR INVESTIGATED BY FSDO.
Narrative: IN OCT I APPROVED STUDENT PLT FOR SOLO FLT IN HIS C-172. STUDENT HAD HAD SUBSTANTIAL TRAINING WITH ANOTHER INSTRUCTOR 10 YRS EARLIER. I SPENT APPROX 8-10 HRS OF PRE-SOLO TRAINING WITH HIM DURING AUG-SEP/94. STUDENT WAS AUTH TO SOLO IN WINDS UNDER 6 KTS AND XWIND COMPONENTS LESS THAN 3 KTS. STUDENT'S AIRPLANE WAS DOWN FOR MAINT THROUGH SIGNIFICANT PORTIONS OF OCT, NOV, AND DEC 1994. THUS, I HAD LITTLE CONTACT WITH STUDENT THROUGH THIS PERIOD AND DID NOT DIRECTLY TRACK HIS UNSUPERVISED SOLOS. ON JAN/SUN/95, FAA INSPECTOR FROM FRESNO FSDO RAMP-CHKED STUDENT AFTER LNDG AT MAE. IT WAS FOUND THAT STUDENT WAS CARRYING AN ADULT PAX AND THAT HIS SOLO SIGNOFF (90 DAYS) HAD EXPIRED. STUDENT HAS AGREED TO SURRENDER HIS STUDENT PLT CERTIFICATE TO FAA.
