Narrative:
On an ILS approach to cle runway 23L, with WX of 300/1 we had to go around due to the GS indicator went full deflection up, then full down, and then up and down 1 1/2 - 2 dots several times between 1400 ft and 1000 ft. Cle tower immediately told us that the critical area was protected. Second ILS approach was normal.

Narrative: ON AN ILS APCH TO CLE RWY 23L, WITH WX OF 300/1 WE HAD TO GAR DUE TO THE GS INDICATOR WENT FULL DEFLECTION UP, THEN FULL DOWN, AND THEN UP AND DOWN 1 1/2 - 2 DOTS SEVERAL TIMES BTWN 1400 FT AND 1000 FT. CLE TWR IMMEDIATELY TOLD US THAT THE CRITICAL AREA WAS PROTECTED. SECOND ILS APCH WAS NORMAL.
