Narrative:

When we left mhh captain used the PA to announce we would do some sightseeing. Told the passenger to situation on the left side of the plane, pulled the GPWS circuit breaker and proceeded as described at an altitude of 500 ft AGL for the cruise portion of the flight. Total flight time 20 min, I felt shocked. Could not believe this was happening to me again. I have previously reported this captain for this low- flying to both NASA ASRS and the local FSDO who passed me off to the FAA 1800 safety number. I gave rug ground school instructor a written comment that the company had capts who do fly at low altitude in the bahamas during my last recurrent ground school the reason these attempts to communication failed is a perception that company management is inhumane in its handling of pilots. The company is small and I can not afford a reputation as a stool pigeon, if I expect to stay employed. The most senior captain in the jacksonville domicile had already warned me that 'this is a small company and word gets around.' the pilots have become a self protecting clique because management and prior FAA inspectors were abusive. The captain involved is the 3RD or 4TH most senior pilot in the domicile, union lec chairman and union test pilot for the commuter airline industry. He will regale you with stories about getting even with people who cross him. The epitome of the old 'I am god, I mean captain.' this lack of communication and trust in the company is continuing and will ultimately have some pretty bad outcomes. I could at least approach the other captain who pulled the GPWS circuit breaker but he maintained 'over water its alright,' but he at least stayed close to 1000 ft. Most airlines older capts have a macho attitude that does not contribute to safety. This was a bad day for the 500 ft trip was the 2ND leg of the day on the 4TH leg we did not see the baggage door light was illuminated when we started. The ramp person waved us out but we were called back by the tower shortly after we entered the taxiway at mco. All I can say is I was tired and the lights were directly in the sun on the ramp at orlando.

TOTAL FLT TIME 20 MIN, I FELT SHOCKED. COULD NOT BELIEVE THIS WAS HAPPENING TO ME AGAIN. I HAVE PREVIOUSLY RPTED THIS CAPT FOR THIS LOW- FLYING TO BOTH NASA ASRS AND THE LCL FSDO WHO PASSED ME OFF TO THE FAA 1800 SAFETY NUMBER. I GAVE RUG GND SCHOOL INSTRUCTOR A WRITTEN COMMENT THAT THE COMPANY HAD CAPTS WHO DO FLY AT LOW ALT IN THE BAHAMAS DURING MY LAST RECURRENT GND SCHOOL THE REASON THESE ATTEMPTS TO COM FAILED IS A PERCEPTION THAT COMPANY MGMNT IS INHUMANE IN ITS HANDLING OF PLTS. THE CAPT INVOLVED IS THE 3RD OR 4TH MOST SENIOR PLT IN THE DOMICILE, UNION LEC CHAIRMAN AND UNION TEST PLT FOR THE COMMUTER AIRLINE INDUSTRY. HE WILL REGALE YOU WITH STORIES ABOUT GETTING EVEN WITH PEOPLE WHO CROSS HIM. THE EPITOME OF THE OLD 'I AM GOD, I MEAN CAPT.' THIS LACK OF COM AND TRUST IN THE COMPANY IS CONTINUING AND WILL ULTIMATELY HAVE SOME PRETTY BAD OUTCOMES. I COULD AT LEAST APCH THE OTHER CAPT WHO PULLED THE GPWS CIRCUIT BREAKER BUT HE MAINTAINED 'OVER WATER ITS ALRIGHT,' BUT HE AT LEAST STAYED CLOSE TO 1000 FT. MOST AIRLINES OLDER CAPTS HAVE A MACHO ATTITUDE THAT DOES NOT CONTRIBUTE TO SAFETY. THIS WAS A BAD DAY FOR THE 500 FT TRIP WAS THE 2ND LEG OF THE DAY ON THE 4TH LEG WE DID NOT SEE THE BAGGAGE DOOR LIGHT WAS ILLUMINATED WHEN WE STARTED. THE RAMP PERSON WAVED US OUT BUT WE WERE CALLED BACK BY THE TWR SHORTLY AFTER WE ENTERED THE TXWY AT MCO. ALL I CAN SAY IS I WAS TIRED AND THE LIGHTS WERE DIRECTLY IN THE SUN ON THE RAMP AT ORLANDO.
