Narrative:
On jan/tue/95 I was assigned controller in charge of the cabin attendant duties. As part of my duties I was monitoring both the local and ground control position. It was later brought to my attention that a helicopter departed XXX at approximately XA15Z. The helicopter had been assigned and was tracking a 200 degree heading. A helicopter assigned such a heading would be unable to and did not enter the departure area for the airport. (The runway confign for this period was runway 22 and runway 31, with a delegated departure area of 200-330 degrees within 5 NM of the airport. I was told that the helicopter paralleled the departure area by 2-3 mi. I was aware of the helicopter departure at the time, but I was unable to monitor its course due to monitoring other operations. I was not aware of any assigned headings or if any coordination had been accomplished. I was advised that my supervisor had been made aware of this occurrence, a possible operational deviation.

Title: ERRONEOUS PENETRATION OF AIRSPACE -- ATA-D AND ARSA-C.
Narrative: ON JAN/TUE/95 I WAS ASSIGNED CTLR IN CHARGE OF THE CAB DUTIES. AS PART OF MY DUTIES I WAS MONITORING BOTH THE LCL AND GND CTL POS. IT WAS LATER BROUGHT TO MY ATTN THAT A HELI DEPARTED XXX AT APPROX XA15Z. THE HELI HAD BEEN ASSIGNED AND WAS TRACKING A 200 DEG HDG. A HELI ASSIGNED SUCH A HDG WOULD BE UNABLE TO AND DID NOT ENTER THE DEP AREA FOR THE ARPT. (THE RWY CONFIGN FOR THIS PERIOD WAS RWY 22 AND RWY 31, WITH A DELEGATED DEP AREA OF 200-330 DEGS WITHIN 5 NM OF THE ARPT. I WAS TOLD THAT THE HELI PARALLELED THE DEP AREA BY 2-3 MI. I WAS AWARE OF THE HELI DEP AT THE TIME, BUT I WAS UNABLE TO MONITOR ITS COURSE DUE TO MONITORING OTHER OPS. I WAS NOT AWARE OF ANY ASSIGNED HDGS OR IF ANY COORD HAD BEEN ACCOMPLISHED. I WAS ADVISED THAT MY SUPVR HAD BEEN MADE AWARE OF THIS OCCURRENCE, A POSSIBLE OPDEV.
