Narrative:
#1 PA32, inbound from east. I instructed the pilot to report 1 mi east of the fla turnpike straight-in to runway 27L. #2 a C152, was executing touch-and-goes runway 27L. When #1 reported, I instructed him to follow single cessna 11 O'clock 1 1/2 mi on left base. #1 was overtaking #2. On about a 1 mi final, I instructed #1 to go around, side-step to his left and fly runway heading. The pilot did not respond. I repeated my instructions and the pilot acknowledged. However, it didn't appear he was going around. I asked him to verify he was going around and he said he was going around. #1 side- stepped to his left, leveled off, and appeared to be executing a go around. He flew past #2. Just as #2 was crossing runway 27L threshold, #1 side-stepped to his right, executed a touch-and-go and flew wbound. I learned later that the pilot was on his first solo and had departed opa locka airport. He supposedly told my supervisor that he thought go around meant he should return to the airport where he departed. A pilot deviation has been filed with miami FSDO.

Narrative: #1 PA32, INBOUND FROM E. I INSTRUCTED THE PLT TO RPT 1 MI E OF THE FLA TURNPIKE STRAIGHT-IN TO RWY 27L. #2 A C152, WAS EXECUTING TOUCH-AND-GOES RWY 27L. WHEN #1 RPTED, I INSTRUCTED HIM TO FOLLOW SINGLE CESSNA 11 O'CLOCK 1 1/2 MI ON L BASE. #1 WAS OVERTAKING #2. ON ABOUT A 1 MI FINAL, I INSTRUCTED #1 TO GAR, SIDE-STEP TO HIS L AND FLY RWY HDG. THE PLT DID NOT RESPOND. I REPEATED MY INSTRUCTIONS AND THE PLT ACKNOWLEDGED. HOWEVER, IT DIDN'T APPEAR HE WAS GOING AROUND. I ASKED HIM TO VERIFY HE WAS GOING AROUND AND HE SAID HE WAS GOING AROUND. #1 SIDE- STEPPED TO HIS L, LEVELED OFF, AND APPEARED TO BE EXECUTING A GAR. HE FLEW PAST #2. JUST AS #2 WAS XING RWY 27L THRESHOLD, #1 SIDE-STEPPED TO HIS R, EXECUTED A TOUCH-AND-GO AND FLEW WBOUND. I LEARNED LATER THAT THE PLT WAS ON HIS FIRST SOLO AND HAD DEPARTED OPA LOCKA ARPT. HE SUPPOSEDLY TOLD MY SUPVR THAT HE THOUGHT GAR MEANT HE SHOULD RETURN TO THE ARPT WHERE HE DEPARTED. A PLTDEV HAS BEEN FILED WITH MIAMI FSDO.
