Narrative:

Male flight attendant rang the cockpit call bell 5 times on short final approach to a busy airport during a peak use time. 1 ring of the bell was followed by 4 quick rings (the emergency signal). There was no reason for this ringing of the bells and a distraction was created at a critical time. This was an inexperienced (4 month) flight attendant and seemed to have no appreciation for the seriousness of his actions. No explanation for or motivation for this incident can be given except for childish 'game playing.' it would seem that far's 91.8 and 121.542B were violated by the flight attendant.
