Narrative:

On preflight, noticed some water dripping from aft lavatory drain, after water service (normal action after water service). In-flight (cruise), noticed cabin altitude climbing past 10000 ft, with altitude horn. Closing cabin outflow valve did not stop cabin climb. Began an emergency descent (approved by ATC). Regained cabin at FL220, and final leveloff at FL180. Continued on to dayton. At dayton maintenance determined water line had cracked and water had frozen on outflow valve and would not allow it to close. Perhaps more care is needed in aircraft water service.

Title: ACFT CABIN FAILED TO MAINTAIN PRESSURIZATION, AND AN EMER DSCNT WAS INITIATED BY THE FLC. THE EQUIP PROB WAS TEMPORARILY RESOLVED, AND THE FLT CONTINUED TO THE FINAL DEST AT A LOWER FLT LEVEL.

AT DAYTON MAINT DETERMINED WATER LINE HAD CRACKED AND WATER HAD FROZEN ON OUTFLOW VALVE AND WOULD NOT ALLOW IT TO CLOSE. PERHAPS MORE CARE IS NEEDED IN ACFT WATER SVC.
