Narrative:
After takeoff, hit large flock of sea gulls that were not visible during takeoff roll. They appeared as we penetrated low lying clouds. We observed surging on both engines. Loss of power on left engine, right engine continued to run well. Performed checklists, shut down left engine. Could not land runway 1 due to low visibility. Received vectors, flew the ILS for landing on runway 28. Inspected by crash crew after runway turnoff. Taxi to gate.

Title: BIRD STRIKE RIGHT AFTER TKOF CAUSED FLC TO DECLARE AN EMER AND RETURN TO LAND AFTER 1 ENG FAILED.
Narrative: AFTER TKOF, HIT LARGE FLOCK OF SEA GULLS THAT WERE NOT VISIBLE DURING TKOF ROLL. THEY APPEARED AS WE PENETRATED LOW LYING CLOUDS. WE OBSERVED SURGING ON BOTH ENGS. LOSS OF PWR ON L ENG, R ENG CONTINUED TO RUN WELL. PERFORMED CHKLISTS, SHUT DOWN L ENG. COULD NOT LAND RWY 1 DUE TO LOW VISIBILITY. RECEIVED VECTORS, FLEW THE ILS FOR LNDG ON RWY 28. INSPECTED BY CRASH CREW AFTER RWY TURNOFF. TAXI TO GATE.
