Narrative:
In climb out out of FL275 ft got a traffic, traffic aural message. We pulled up TCASII page on multifunction display. Yellow descending target 11 O'clock and 8 mi. I questioned center, was told it was a DC9 descending to FL290. I acquired aircraft visually. At FL277 in our leveloff got RA, 'descend.' we did not! Next, 'monitor vertical speed' finally, 'clear of conflict.' the reason no evasive action was taken was due to visual sighting of aircraft. Looks like another screw up by collins TCASII.
