Narrative:

At 11000 ft, 20 mi ssw of yardley VOR, with our dash-8 on autoplt, a newark destination, we received a TCASII voice alert (TA) 'traffic, traffic! Monitor vertical speed! Climb, climb!' we obeyed, climbing from 11000-12000 ft for the RA. Frequency congestion was a problem being unable to break in to inform the controller. He called us, noting the 1000 altitude deviation and giving us an immediate clearance back to 11000 ft, citing conflicting traffic, and md-80 overtaking us from behind at 12000 ft. We complied and called the controller, at his request, on the ground, to explain ourselves. He seemed satisfied.
