Narrative:
Cleared to 10000 ft, control asked where I was going. I showed level at 10000 ft. He showed 11000 ft. The problem was with altimeter setting. Altimeter was low, which showed me high. I reset altimeter and climbed to correct altitude I did not bust altitude, I just wasn't there yet.

Title: LOW ALTIMETER SETTING RESULTS IN AN ALTDEV.
Narrative: CLRED TO 10000 FT, CTL ASKED WHERE I WAS GOING. I SHOWED LEVEL AT 10000 FT. HE SHOWED 11000 FT. THE PROB WAS WITH ALTIMETER SETTING. ALTIMETER WAS LOW, WHICH SHOWED ME HIGH. I RESET ALTIMETER AND CLBED TO CORRECT ALT I DID NOT BUST ALT, I JUST WASN'T THERE YET.
