Narrative:

Due to WX constraints I elected to fly a straight in visual approach to landing at banning -- runway 26. The airport facility guide states no straight in approachs. The WX west of the airport was approximately 800 overcast and 1 mi visibility. Flying a straight in approach to runway 26 allowed me to remain in VFR conditions. I also elected to fly a departure from runway 08 against the tetrahedron. Again, to remain in VFR conditions. Callback conversation with reporter revealed the following information: neither the airport manager nor the attendant on duty know exactly why there is a proscription regarding straight in lndgs at bng. There is a city ordinance that prohibits this with a $500 fine if pursued. The city has built up around the airport except for the east side. The reporter was unavailable for a telecon.
