Narrative:
Downe 4 arrival. To cross baset at 10000 ft, using INS with VOR, as a backup. Prior to baset, INS and VOR/DME crosschecked, ok. Descending at 3000 FPM, using INS time to baset, we were to be at 10000 ft 1 min prior to baset. At approximately 13500 ft noticed the DME reading 19, baset DME is 23. According to the DME we were inside of baset, (the INS, showed us outside). ATC gave us direct smo VOR. On ground, we confirmed all waypoints against commercial chart, downe 4 arrival. They all were entered correctly.

Title: A XING RESTR WAS NOT MET, BECAUSE THE FLC FAILED TO DETECT AN ERROR IN INS DISTANCE DATA. THE INS INFO DID NOT CORRESPOND WITH ACTUAL DISTANCE INFO.
Narrative: DOWNE 4 ARR. TO CROSS BASET AT 10000 FT, USING INS WITH VOR, AS A BACKUP. PRIOR TO BASET, INS AND VOR/DME XCHKED, OK. DSNDING AT 3000 FPM, USING INS TIME TO BASET, WE WERE TO BE AT 10000 FT 1 MIN PRIOR TO BASET. AT APPROX 13500 FT NOTICED THE DME READING 19, BASET DME IS 23.
