Narrative:
On mar/xx/95 plus of minus XA30 pm local time at lvm airport 1) engine start very slow/sluggish. '3' revolution of propeller then stop, 1 revolution to start on second attempt, normal run-up, and warm-up. Requested downwind takeoff (winds more than 10 KTS) ATIS 'east.' 2) at intersection airspeed plus or minus 10 KTS, verified RPM's at 2000 instead of plus or minus 2500 ft necessary. 3) decided to abort takeoff. Hit brakes, wheels locked and airplane turned to skid. Released brakes for directional control and braked intermittently to point of almost locking brakes, 'south- turned' down runway to increase drag and braking effectiveness. Used full aeronautical-dynamic braking. 4) approached runway end then locked brakes, turned plane to right to avoid a straight ahead 'ditching.' 5) plane went off runway and hit ground ice/snow/mud in a sideways position, stopping at a ditch. No injuries.

Title: ACFT SLIDES AND SKIDS OFF RWY AFTER AN ABORTED TKOF MADE DOWNWIND.
Narrative: ON MAR/XX/95 PLUS OF MINUS XA30 PM LCL TIME AT LVM ARPT 1) ENG START VERY SLOW/SLUGGISH. '3' REVOLUTION OF PROP THEN STOP, 1 REVOLUTION TO START ON SECOND ATTEMPT, NORMAL RUN-UP, AND WARM-UP. REQUESTED DOWNWIND TKOF (WINDS MORE THAN 10 KTS) ATIS 'E.' 2) AT INTXN AIRSPD PLUS OR MINUS 10 KTS, VERIFIED RPM'S AT 2000 INSTEAD OF PLUS OR MINUS 2500 FT NECESSARY. 3) DECIDED TO ABORT TKOF. HIT BRAKES, WHEELS LOCKED AND AIRPLANE TURNED TO SKID. RELEASED BRAKES FOR DIRECTIONAL CTL AND BRAKED INTERMITTENTLY TO POINT OF ALMOST LOCKING BRAKES, 'S- TURNED' DOWN RWY TO INCREASE DRAG AND BRAKING EFFECTIVENESS. USED FULL AERO-DYNAMIC BRAKING. 4) APPROACHED RWY END THEN LOCKED BRAKES, TURNED PLANE TO R TO AVOID A STRAIGHT AHEAD 'DITCHING.' 5) PLANE WENT OFF RWY AND HIT GND ICE/SNOW/MUD IN A SIDEWAYS POS, STOPPING AT A DITCH. NO INJURIES.
