Narrative:
Flight on A300 sbound 100 mi north of elwod intersection approximately XA25 zulu -- approaching line of heavy thunderstorm -- unable to contact new york commercial radio operator due severe frequency congestion. Flight was forced to exercise captain's emergency authority/authorized as well as request an amended clearance due to the immediacy of thunderstorm penetration if same course flown. Emergency declaration and position and intentions were broadcast on ny commercial radio as well as 121.5. An amended clearance was received a short time later. Note altitude change requests made earlier to avoid WX were denied.
