Narrative:
On mar/xx/95 pilot scheduled to depart spa IFR to myr. FSS advised pilot ground controller frequency 120.55 (cleared delivery for gsp off of spa) was OTS. Pilot called FSS and filed IFR flight plan and received void time of X020 Z pilot reference watch on takeoff - noted time at XO18 Z. After departure (approximately 90 seconds) pilot contacted gsp departure. Pilot advised void time missed by 4 mins. Pilot advised that by his watch void time was complied with. Approximately 2 min later, ATC asked what time pilot's watch had and pilot advised. I believe this occurred due to ground delivery being OTS, pilot failing to establish or communicate exactly what time it was at time of briefing, pilot's watch differing from ATC recorded time. From now on, in similar situation, pilot will assure watch synchronized and require longer void time to assure absolute compliance.

Narrative: ON MAR/XX/95 PLT SCHEDULED TO DEPART SPA IFR TO MYR. FSS ADVISED PLT GND CTLR FREQ 120.55 (CLRED DELIVERY FOR GSP OFF OF SPA) WAS OTS. PLT CALLED FSS AND FILED IFR FLT PLAN AND RECEIVED VOID TIME OF X020 Z PLT REF WATCH ON TKOF - NOTED TIME AT XO18 Z. AFTER DEP (APPROX 90 SECONDS) PLT CONTACTED GSP DEP. PLT ADVISED VOID TIME MISSED BY 4 MINS. PLT ADVISED THAT BY HIS WATCH VOID TIME WAS COMPLIED WITH. APPROX 2 MIN LATER, ATC ASKED WHAT TIME PLT'S WATCH HAD AND PLT ADVISED. I BELIEVE THIS OCCURRED DUE TO GND DELIVERY BEING OTS, PLT FAILING TO ESTABLISH OR COMMUNICATE EXACTLY WHAT TIME IT WAS AT TIME OF BRIEFING, PLT'S WATCH DIFFERING FROM ATC RECORDED TIME. FROM NOW ON, IN SIMILAR SIT, PLT WILL ASSURE WATCH SYNCHRONIZED AND REQUIRE LONGER VOID TIME TO ASSURE ABSOLUTE COMPLIANCE.
