Narrative:
We were climbing to assigned altitude of 10000 ft. Phl departure control pointed out VFR traffic at 11 O'clock at 9500 ft. We responded with a negative contact. ATC then asked an aircraft if he saw an MD80 at 2 O'clock. He responded affirmatively, ATC then gave us a left turn as we were leveling at 10000 ft. At this point we received a TCASII RA with a climb command. We followed TCASII RA command to climb. At 10600 ft command changed to monitor vertical speed. We leveled at 11000 ft - assigned altitude was 10000 ft. After 'RA' said clear of conflict we descended back to 10000 ft. We advised ATC we had climbed in response to an 'RA.' ATC said the VFR aircraft had us in sight. In my opinion the VFR aircraft did not take enough evasive action to provide adequate separation. We never saw the VFR aircraft. We are required to respond to an RA if we do not have the other aircraft in sight.

Title: TCASII ACFT FOLLOWED RA COMMAND AND CLBED.
Narrative: WE WERE CLBING TO ASSIGNED ALT OF 10000 FT. PHL DEP CTL POINTED OUT VFR TFC AT 11 O'CLOCK AT 9500 FT. WE RESPONDED WITH A NEGATIVE CONTACT. ATC THEN ASKED AN ACFT IF HE SAW AN MD80 AT 2 O'CLOCK. HE RESPONDED AFFIRMATIVELY, ATC THEN GAVE US A L TURN AS WE WERE LEVELING AT 10000 FT. AT THIS POINT WE RECEIVED A TCASII RA WITH A CLB COMMAND. WE FOLLOWED TCASII RA COMMAND TO CLB. AT 10600 FT COMMAND CHANGED TO MONITOR VERT SPD. WE LEVELED AT 11000 FT - ASSIGNED ALT WAS 10000 FT. AFTER 'RA' SAID CLR OF CONFLICT WE DSNDED BACK TO 10000 FT. WE ADVISED ATC WE HAD CLBED IN RESPONSE TO AN 'RA.' ATC SAID THE VFR ACFT HAD US IN SIGHT. IN MY OPINION THE VFR ACFT DID NOT TAKE ENOUGH EVASIVE ACTION TO PROVIDE ADEQUATE SEPARATION. WE NEVER SAW THE VFR ACFT. WE ARE REQUIRED TO RESPOND TO AN RA IF WE DO NOT HAVE THE OTHER ACFT IN SIGHT.
