Narrative:
I sent flight on mar/sat/95 to F11-ghb-elh-F11 in an active thunderstorm. We were concerned about the fact that the flight was running late, due to a bad WX day. We knew that ghb had runway lights, but elh said emergency only, and things in the bahamas hardly work. The captain later told me that his navaids went out, and he only had 1 NDB to navigation by. He also had difficulty reaching ATC, who later gave him a hard time about flying VFR at night - which is illegal there. He tried to activate his IFR, but they kept asking him to standby. I will never again send a scheduled flight to the bahamas unless I am sure we can get in and out during daylight hours. The captain said the runway lights in elh didn't work and the storm clouds made it darker. My company sometimes pushes me to release flts even when I know it isn't safe, and sometimes isn't legal. They tell me I have to do it, as they will get someone who can. I wish we had more protection for our jobs, in sits when there is a clear safety problem.

Title: INAPPROPRIATE FLT DISPATCH CAUSED BY SCHEDULING PRESSURES AND FEAR FOR JOB SECURITY.
Narrative: I SENT FLT ON MAR/SAT/95 TO F11-GHB-ELH-F11 IN AN ACTIVE TSTM. WE WERE CONCERNED ABOUT THE FACT THAT THE FLT WAS RUNNING LATE, DUE TO A BAD WX DAY. WE KNEW THAT GHB HAD RWY LIGHTS, BUT ELH SAID EMER ONLY, AND THINGS IN THE BAHAMAS HARDLY WORK. THE CAPT LATER TOLD ME THAT HIS NAVAIDS WENT OUT, AND HE ONLY HAD 1 NDB TO NAV BY. HE ALSO HAD DIFFICULTY REACHING ATC, WHO LATER GAVE HIM A HARD TIME ABOUT FLYING VFR AT NIGHT - WHICH IS ILLEGAL THERE. HE TRIED TO ACTIVATE HIS IFR, BUT THEY KEPT ASKING HIM TO STANDBY. I WILL NEVER AGAIN SEND A SCHEDULED FLT TO THE BAHAMAS UNLESS I AM SURE WE CAN GET IN AND OUT DURING DAYLIGHT HRS. THE CAPT SAID THE RWY LIGHTS IN ELH DIDN'T WORK AND THE STORM CLOUDS MADE IT DARKER.
