Narrative:

Aircraft altimeter part number and serial number recorded under altimeter and static system inspection section of aircraft logbook. Aircraft owner thought that this was an entry that was not complete and finished entry which looked like altimeter and static check were performed when it was not. Same thing occurred in transponder inspection section of logbook. In the future, serial numbers of installed equipment should only be recorded in the maintenance secton of logbook. Same aircraft as above was issued a ferry permit for flight to middle us. Maintenance record indicated flight control system, was rigged and travel checked ok. Upon arrival at destination, radio stack located between and aft of rudder pedals in front cockpit was restricting rudder travel. Mechanic who signed entry in logbook about control travel was confronted about this. Turns out radio stack was removed between time it left mechanic's shop and time it was inspected at destination airport due to a radio problem. Radio stack was reinstalled improperly causing rudder pedals to hit stack at full travel. There was no entry made about this radio maintenance during the ferry flight and mechanic signing off control travel check at departure airport was blamed for improper installation of radio stack. Maintenance people who do even the smallest job should make log entries reflecting the work they do. This is what logbooks and aircraft records are for. Callback conversation with reporter revealed the following information: reporter mechanic work location is burlington, vt. The aircraft was a fouga, a french twin jet certificated in the experimental category. The FAA inspectors have investigated the incident and did not apparently find any wrong doing by reporter. Apparently the owner took it upon himself to do all manner of equipment changes not monitored or signed off by an authorized mechanic. The reporter's aircraft maintenance is for experimental category aircraft only, such as this aircraft and the russian migs.

Title: MECH DISCOVERED RUDDER PEDAL MOVEMENT RESTR AFTER A FERRY FLT FOR ALTIMETER STATIC TEST.

Narrative: ACFT ALTIMETER PART NUMBER AND SERIAL NUMBER RECORDED UNDER ALTIMETER AND STATIC SYS INSPECTION SECTION OF ACFT LOGBOOK. SAME THING OCCURRED IN XPONDER INSPECTION SECTION OF LOGBOOK. IN THE FUTURE, SERIAL NUMBERS OF INSTALLED EQUIP SHOULD ONLY BE RECORDED IN THE MAINT SECTON OF LOGBOOK. TURNS OUT RADIO STACK WAS REMOVED BTWN TIME IT LEFT MECH'S SHOP AND TIME IT WAS INSPECTED AT DEST ARPT DUE TO A RADIO PROB. RADIO STACK WAS REINSTALLED IMPROPERLY CAUSING RUDDER PEDALS TO HIT STACK AT FULL TRAVEL. THERE WAS NO ENTRY MADE ABOUT THIS RADIO MAINT DURING THE FERRY FLT AND MECH SIGNING OFF CTL TRAVEL CHK AT DEP ARPT WAS BLAMED FOR IMPROPER INSTALLATION OF RADIO STACK. MAINT PEOPLE WHO DO EVEN THE SMALLEST JOB SHOULD MAKE LOG ENTRIES REFLECTING THE WORK THEY DO. THIS IS WHAT LOGBOOKS AND ACFT RECORDS ARE FOR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR MECH WORK LOCATION IS BURLINGTON, VT. THE ACFT WAS A FOUGA, A FRENCH TWIN JET CERTIFICATED IN THE EXPERIMENTAL CATEGORY. THE FAA INSPECTORS HAVE INVESTIGATED THE INCIDENT AND DID NOT APPARENTLY FIND ANY WRONG DOING BY RPTR. APPARENTLY THE OWNER TOOK IT UPON HIMSELF TO DO ALL MANNER OF EQUIP CHANGES NOT MONITORED OR SIGNED OFF BY AN AUTHORIZED MECH. THE RPTR'S ACFT MAINT IS FOR EXPERIMENTAL CATEGORY ACFT ONLY, SUCH AS THIS ACFT AND THE RUSSIAN MIGS.
