Narrative:
On the dfw converging ILS runway 13R approach. Upon reaching decision ht, first officer call 'decision ht field not insight,' with no response from the captain. First officer again called 'decision ht, field not insight' upon which time the runway came into sight and a safe landing was assured. WX was called 900 ft overcast. Decision ht 760 ft. Resulting approach 75 ft below decision ht first officer was going to call 'go around' and initiate the go around when suddenly the field came into sight. Once at the gate, first officer confronted captain. Captain said he thought first officer said 'decision ht field in sight.' company has not implemented their cockpit resource management program. 'Very near future.' first officer had a plan for decision ht calls, however, they were with low decision ht in mind. First officer did not react in the timely manner he had planned due to the higher decision ht. First officer will now react to all decision ht and missed approach calls the same until company policy states otherwise. First officer will now call 'decision ht field not in sight!' if no response or actions are observed. A second call will immediately follow with first officer initiating the go around if the captain doesn't respond immediately to the second call at 'decision ht field not in sight, go around.'
