Narrative:
Small aircraft X established on a 10 mi final for runway 14, and had just contacted tower. We sighted a mooney about 500-600 ft above our altitude, and about 1/4 - 1/2 mi ahead. We asked tower if they had an aircraft on an approach (the mooney was proceeding in the same direction that we were). Tower responded that he thought so (no radar in tower). Within seconds, the mooney turned east, and we continued our final. Shortly after, tower called us to ask if we 'cut in front of the mooney.' we responded 'negative.' tower responded that approach said that we had cut the mooney off. We found out later that the mooney was on an IFR flight plan, and was on the approach. ATC vectored the mooney off the approach. The mooney was in sight at our 12 O'clock at all times until it veered to the east.

Title: VFR SMA X HAD CONFLICT WITH IFR MO20 ON FINAL APCH. SEE AND AVOID CONCEPT.
Narrative: SMA X ESTABLISHED ON A 10 MI FINAL FOR RWY 14, AND HAD JUST CONTACTED TWR. WE SIGHTED A MOONEY ABOUT 500-600 FT ABOVE OUR ALT, AND ABOUT 1/4 - 1/2 MI AHEAD. WE ASKED TWR IF THEY HAD AN ACFT ON AN APCH (THE MOONEY WAS PROCEEDING IN THE SAME DIRECTION THAT WE WERE). TWR RESPONDED THAT HE THOUGHT SO (NO RADAR IN TWR). WITHIN SECONDS, THE MOONEY TURNED E, AND WE CONTINUED OUR FINAL. SHORTLY AFTER, TWR CALLED US TO ASK IF WE 'CUT IN FRONT OF THE MOONEY.' WE RESPONDED 'NEGATIVE.' TWR RESPONDED THAT APCH SAID THAT WE HAD CUT THE MOONEY OFF. WE FOUND OUT LATER THAT THE MOONEY WAS ON AN IFR FLT PLAN, AND WAS ON THE APCH. ATC VECTORED THE MOONEY OFF THE APCH. THE MOONEY WAS IN SIGHT AT OUR 12 O'CLOCK AT ALL TIMES UNTIL IT VEERED TO THE E.
