Narrative:
We requested a heading change to intercept our filed airway. We thought we heard 'cleared as requested,' but ZNY was involved with numerous frequencys, continuous, broken and blocked communications. When we did communicate with ZNY, we were told to fly as filed which we did.

Title: FREQ CONGESTION - ACR REQUESTED A CLRNC AND THOUGHT THAT THEY MAY HAVE RECEIVED ONE, BUT WAITED TO CLARIFY.
Narrative: WE REQUESTED A HDG CHANGE TO INTERCEPT OUR FILED AIRWAY. WE THOUGHT WE HEARD 'CLRED AS REQUESTED,' BUT ZNY WAS INVOLVED WITH NUMEROUS FREQS, CONTINUOUS, BROKEN AND BLOCKED COMS. WHEN WE DID COMMUNICATE WITH ZNY, WE WERE TOLD TO FLY AS FILED WHICH WE DID.
