Narrative:
Traffic was very heavy with center communications being consequently very congested. Due to attention being given to all the above and numerous incremental climb clrncs, the 18000 ft altimeter reset to 29.92 was missed (from 29.54?). Center pointed out we were indicating 400 ft high, our altimeter, or course indicated we were level at FL310 (without the 29.92 setting). We descended to FL310 and were consequently assigned FL350. We are changing our checklist to include a '180 check' for climb and descent, as a reminder to fly the airplane first.

Title: THE FLC FAILS TO RESET ALTIMETER TO 29 PT 92 CLBING THROUGH FL180 RESULTING IN OVERSHOOTING ASSIGNED ALT 400 FT.
Narrative: TFC WAS VERY HVY WITH CTR COMS BEING CONSEQUENTLY VERY CONGESTED. DUE TO ATTN BEING GIVEN TO ALL THE ABOVE AND NUMEROUS INCREMENTAL CLB CLRNCS, THE 18000 FT ALTIMETER RESET TO 29.92 WAS MISSED (FROM 29.54?). CTR POINTED OUT WE WERE INDICATING 400 FT HIGH, OUR ALTIMETER, OR COURSE INDICATED WE WERE LEVEL AT FL310 (WITHOUT THE 29.92 SETTING). WE DSNDED TO FL310 AND WERE CONSEQUENTLY ASSIGNED FL350. WE ARE CHANGING OUR CHKLIST TO INCLUDE A '180 CHK' FOR CLB AND DSCNT, AS A REMINDER TO FLY THE AIRPLANE FIRST.
