Narrative:

The boiler sector at ZAU daily exceeds the operational acceptable level of traffic. The maximum per hour is 49. Already this yr during the slower traffic months the number has reached 66 per hour. The sector is over 40 per hour sometimes as many as 12 hours per day. More often the sector is over 49 around 6-8 hours per day. The tmu is unable to determine the workload at this sector in time, and violates order 7210.3K 19-2. Callback conversation with reporter revealed the following information: reporter stated this has been increasing since FAA started the hold in the air policy. Reporter stated the flow control software does not give the tmu the picture as to how many aircraft are being worked by the sector. The reporter has met with the tmu and the tmu has said they will try to implement some procedures to help this situation.

THE TMU IS UNABLE TO DETERMINE THE WORKLOAD AT THIS SECTOR IN TIME, AND VIOLATES ORDER 7210.3K 19-2. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THIS HAS BEEN INCREASING SINCE FAA STARTED THE HOLD IN THE AIR POLICY. RPTR STATED THE FLOW CTL SOFTWARE DOES NOT GIVE THE TMU THE PICTURE AS TO HOW MANY ACFT ARE BEING WORKED BY THE SECTOR. THE RPTR HAS MET WITH THE TMU AND THE TMU HAS SAID THEY WILL TRY TO IMPLEMENT SOME PROCS TO HELP THIS SIT.
