Narrative:
Miscom with ground personnel. Ground personnel said gear door was down after start. I asked if gear door was still down and ground operations agent said it was up. We decided to takeoff, thinking that the gear door was up, and in reality it was down. Had to return for landing. Communication with ground personnel should be increased. Preflted aircraft and found it to be satisfactory. Loaded passenger and started engines. Ground personnel motioned that the right gear door was down after starting both engines, turned on hydraulic pump and queried ground personnel to see if it went back up and ground personnel motioned that it was in the up position. After takeoff, brought landing gear up and had an indication that the right gear door was still down and we returned for landing and taxied back to gate and had maintenance personnel hook up right gear door and we were on our way. No further problems with gear door.

LOADED PAX AND STARTED ENGS. GND PERSONNEL MOTIONED THAT THE R GEAR DOOR WAS DOWN AFTER STARTING BOTH ENGS, TURNED ON HYD PUMP AND QUERIED GND PERSONNEL TO SEE IF IT WENT BACK UP AND GND PERSONNEL MOTIONED THAT IT WAS IN THE UP POS. AFTER TKOF, BROUGHT LNDG GEAR UP AND HAD AN INDICATION THAT THE R GEAR DOOR WAS STILL DOWN AND WE RETURNED FOR LNDG AND TAXIED BACK TO GATE AND HAD MAINT PERSONNEL HOOK UP R GEAR DOOR AND WE WERE ON OUR WAY.
