Narrative:

After arriving in sat, I parked the aircraft with the parking brake handle in the full up position and checked the parking brake light on in the adjacent annunciator. I then turned off the fasten seat belt sign. On calling for the right engine to be shut down, I closed the right fuel control shutoff lever. I was looking for the external power light to come on when I heard a thug and looked up to see the aircraft moving. I immediately stopped the aircraft with the brakes. I reset the parking, and it appeared to be working normally. I later found out the thug I heard was the ground personnel placing a wheel chock under the wheels to stop the aircraft from moving. I was informed by my #1 flight attendant that 3 passenger were claiming injuries.

Title: ACFT EQUIP PROB. THE PARKING BRAKES ON THIS ACR DID NOT HOLD ON INITIAL APPLICATION AND PAX WERE INJURED.

Narrative: AFTER ARRIVING IN SAT, I PARKED THE ACFT WITH THE PARKING BRAKE HANDLE IN THE FULL UP POS AND CHKED THE PARKING BRAKE LIGHT ON IN THE ADJACENT ANNUNCIATOR. I THEN TURNED OFF THE FASTEN SEAT BELT SIGN. ON CALLING FOR THE R ENG TO BE SHUT DOWN, I CLOSED THE R FUEL CTL SHUTOFF LEVER. I WAS LOOKING FOR THE EXTERNAL PWR LIGHT TO COME ON WHEN I HEARD A THUG AND LOOKED UP TO SEE THE ACFT MOVING. I IMMEDIATELY STOPPED THE ACFT WITH THE BRAKES. I RESET THE PARKING, AND IT APPEARED TO BE WORKING NORMALLY. I LATER FOUND OUT THE THUG I HEARD WAS THE GND PERSONNEL PLACING A WHEEL CHOCK UNDER THE WHEELS TO STOP THE ACFT FROM MOVING. I WAS INFORMED BY MY #1 FLT ATTENDANT THAT 3 PAX WERE CLAIMING INJURIES.
