Narrative:

IOE captain flying left seat with check airman PIC in right seat. While being vectored to the jfk runway 4R localizer by approach control, we were cleared to descend and maintain 1500 ft. The PF (left seat) descended below the assigned altitude by approximately 400 ft. Ny approach questioned the altitude deviation and the PF immediately climbed to maintain 1500 ft. The aircraft altitude alert system was inoperative - deferred maintenance item - and both pilots were fatigued after an all night 14 hour duty flight. The altitude alert system should always be operational to aid in prevention of inadvertent altdevs.

Title: ALTDEV ALT OVERSHOT - ACR CREW DSNDED BELOW THEIR CLRNC ALT THEN RECOVERED JUST AS THE CTLR QUERIED.

THE ACFT ALT ALERT SYS WAS INOP - DEFERRED MAINT ITEM - AND BOTH PLTS WERE FATIGUED AFTER AN ALL NIGHT 14 HR DUTY FLT. THE ALT ALERT SYS SHOULD ALWAYS BE OPERATIONAL TO AID IN PREVENTION OF INADVERTENT ALTDEVS.
