Narrative:
Observed an operation vehicle cross active runway at intersection G and runway 19R with no transmission over the unicom frequency before the tower was open. Then, at approximately XA05 am, a bonanza announced landing on runway 19R. I observed the operations vehicle ready to cross the runway 19R at intersection G. I immediately plugged into the frequency to tell the vehicle to stop for traffic on short final. The tower opens at XX15. Operations says that their procedure is to look and go and not to announce their intentions on frequency. Recommend the county operation vehicles change their procedures. Very dangerous operation. The operation person called and advised the tower he did not see the aircraft on final. Callback conversation with reporter revealed the following information: reporter stated this interpretation from airport vehicle driver look and go was brought to facility management attention and they have not gotten back to him. Facility manager stated airport policy is vehicle drivers announce intentions on CTAF.

Title: ARPT VEHICLE DRIVER LOOK AND GO WITHOUT ANNOUNCING ON CTAF COULD CAUSE RWY INCURSION. ARPT POLICY.
Narrative: OBSERVED AN OP VEHICLE CROSS ACTIVE RWY AT INTXN G AND RWY 19R WITH NO XMISSION OVER THE UNICOM FREQ BEFORE THE TWR WAS OPEN. THEN, AT APPROX XA05 AM, A BONANZA ANNOUNCED LNDG ON RWY 19R. I OBSERVED THE OPS VEHICLE READY TO CROSS THE RWY 19R AT INTXN G. I IMMEDIATELY PLUGGED INTO THE FREQ TO TELL THE VEHICLE TO STOP FOR TFC ON SHORT FINAL. THE TWR OPENS AT XX15. OPS SAYS THAT THEIR PROC IS TO LOOK AND GO AND NOT TO ANNOUNCE THEIR INTENTIONS ON FREQ. RECOMMEND THE COUNTY OP VEHICLES CHANGE THEIR PROCS. VERY DANGEROUS OP. THE OP PERSON CALLED AND ADVISED THE TWR HE DID NOT SEE THE ACFT ON FINAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THIS INTERP FROM ARPT VEHICLE DRIVER LOOK AND GO WAS BROUGHT TO FACILITY MGMNT ATTN AND THEY HAVE NOT GOTTEN BACK TO HIM. FACILITY MGR STATED ARPT POLICY IS VEHICLE DRIVERS ANNOUNCE INTENTIONS ON CTAF.
