Narrative:

During a flight that I was PIC, I was near cmh airport with a friend as to allow them to take some aerial photographs of some property (3 different ones). I knew that I was close to cmh arsa but I honestly thought that I was outside the 5 mi circle. I was even monitoring their approach communication channel. But I misplaced myself on my chart and I violated their airspace unknowingly. I also flew 2 low passes over an adjacent field to take side looking pictures of the properties. I was operating between 1600 ft and 2000 ft indicated MSL. Upon returning to osu airport I was told by the tower that cmh had contacted them and tagged me and asked me to contact them. I immediately called the tower at cmh and spoke with the tower chief. He did not know if a report would be filed or not. I explained to him what I was doing and what had happened. The following day I tried to contact the local FAA safety director located at the port columbus airport. It wasn't until apr/tue/95 that I spoke with him about the incident. He said that he would look into the matter and call me back in a day or so. As of today, apr/mon/95 I still had not heard anything. I tried to call him today and was told that he was out of the office for the week and he could not be reached. So I thought that I had better send in this form now. As I told him, I know how, why, and what mistake I made. I can assure you that it would never happen again. But, I also realize that I must answer to someone for that mistake. Callback conversation with reporter revealed the following information: the reporter stated he was flying a cessna 150. He stated that there was no reason for him not establishing contact with cmh other than he had a photo agenda to accomplish and he felt if he established contact then he would be dictated vectors that would have interfered with his photo mission. He thought he would remain outside of the 5 mi arsa and he simply naved erroneously. He has not heard from the FAA regarding any sanctions against him so far. From now on he calls on the telephone to cmh and they discuss his intended mission and resolve the communications requirements prior to takeoff. This solution has worked out ideally for the reporter and for cmh.

Title: RPTR ENTERED CLASS C AIRSPACE WITHOUT ESTABLISHING CONTACT WITH CTLING FACILITY.

BUT I MISPLACED MYSELF ON MY CHART AND I VIOLATED THEIR AIRSPACE UNKNOWINGLY. I ALSO FLEW 2 LOW PASSES OVER AN ADJACENT FIELD TO TAKE SIDE LOOKING PICTURES OF THE PROPERTIES. I WAS OPERATING BTWN 1600 FT AND 2000 FT INDICATED MSL. UPON RETURNING TO OSU ARPT I WAS TOLD BY THE TWR THAT CMH HAD CONTACTED THEM AND TAGGED ME AND ASKED ME TO CONTACT THEM. I IMMEDIATELY CALLED THE TWR AT CMH AND SPOKE WITH THE TWR CHIEF. HE DID NOT KNOW IF A RPT WOULD BE FILED OR NOT. I EXPLAINED TO HIM WHAT I WAS DOING AND WHAT HAD HAPPENED. THE FOLLOWING DAY I TRIED TO CONTACT THE LCL FAA SAFETY DIRECTOR LOCATED AT THE PORT COLUMBUS ARPT. IT WASN'T UNTIL APR/TUE/95 THAT I SPOKE WITH HIM ABOUT THE INCIDENT. HE SAID THAT HE WOULD LOOK INTO THE MATTER AND CALL ME BACK IN A DAY OR SO. AS OF TODAY, APR/MON/95 I STILL HAD NOT HEARD ANYTHING. I TRIED TO CALL HIM TODAY AND WAS TOLD THAT HE WAS OUT OF THE OFFICE FOR THE WK AND HE COULD NOT BE REACHED. SO I THOUGHT THAT I HAD BETTER SEND IN THIS FORM NOW. AS I TOLD HIM, I KNOW HOW, WHY, AND WHAT MISTAKE I MADE. I CAN ASSURE YOU THAT IT WOULD NEVER HAPPEN AGAIN. BUT, I ALSO REALIZE THAT I MUST ANSWER TO SOMEONE FOR THAT MISTAKE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE WAS FLYING A CESSNA 150. HE STATED THAT THERE WAS NO REASON FOR HIM NOT ESTABLISHING CONTACT WITH CMH OTHER THAN HE HAD A PHOTO AGENDA TO ACCOMPLISH AND HE FELT IF HE ESTABLISHED CONTACT THEN HE WOULD BE DICTATED VECTORS THAT WOULD HAVE INTERFERED WITH HIS PHOTO MISSION. HE THOUGHT HE WOULD REMAIN OUTSIDE OF THE 5 MI ARSA AND HE SIMPLY NAVED ERRONEOUSLY. HE HAS NOT HEARD FROM THE FAA REGARDING ANY SANCTIONS AGAINST HIM SO FAR. FROM NOW ON HE CALLS ON THE TELEPHONE TO CMH AND THEY DISCUSS HIS INTENDED MISSION AND RESOLVE THE COMS REQUIREMENTS PRIOR TO TKOF. THIS SOLUTION HAS WORKED OUT IDEALLY FOR THE RPTR AND FOR CMH.
