Narrative:
While being vectored in jax area we were climbing through 8000 ft when a TCASII target came from 1 O'clock position. Quickly went form TA to RA. TCASII gave a command for climb rate and we climbed over top of other aircraft. When we asked jax departure about target, controller said 'that it was VFR traffic' as if separation was not required. This appeared to be a failure to separate traffic by ATC.
