Narrative:
We were operating a B-767-200 as flight xyz, lhr-jfk. N90 cleared us to cross CCC VOR at 12000 ft, 250 KTS. As we leveled, TCASII gave us a yellow TA of opposite bound aircraft climbing through 11000 ft. When conflicting traffic passed 11500 ft, we received a red RA and a 'monitor vertical speed' visual and audio TCASII command. As PF, I disconnected the autoplt and automatic throttles and climbed to 12500 ft, watching conflicting VFR commuter aircraft pass 1 mi on right wing at 11700 ft. When clear, we descended back to assigned altitude of 12000 ft and advised N90 of evasive action. Recommendation: TRACON should advise IFR traffic of VFR conflicts, or near miss potential, when planned separation is less than 1000 ft.
