Narrative:

On apr/mon/95, company flight had been dispatched to a scene involving an injury in which the patient was being transported to a local hospital. On arrival at the hospital, helicopter was required to take evasive action from an aircraft that had performed a low pass over the hospital during the landing on the helipad. Numerous witnesses were concerned with the possibility of a midair collision. I was required to divert my attention from landing on the helipad, by an aircraft that had no reason to be in the area or at the altitude at which he was flying. The pilot was not monitoring the local hospital frequency and did not make his intentions clear on the airport frequency. The reason would be obvious, he was where he was not supposed to be.

Title: DURING LNDG, AN EMS HELI TOOK EVASIVE ACTION. THE CONFLICTING ACFT (ENSTROM HELI) WAS MAKING A LOW PASS AND NOT COMMUNICATING ON APPROPRIATE FREQS.

Narrative: ON APR/MON/95, COMPANY FLT HAD BEEN DISPATCHED TO A SCENE INVOLVING AN INJURY IN WHICH THE PATIENT WAS BEING TRANSPORTED TO A LCL HOSPITAL. ON ARR AT THE HOSPITAL, HELI WAS REQUIRED TO TAKE EVASIVE ACTION FROM AN ACFT THAT HAD PERFORMED A LOW PASS OVER THE HOSPITAL DURING THE LNDG ON THE HELIPAD. NUMEROUS WITNESSES WERE CONCERNED WITH THE POSSIBILITY OF A MIDAIR COLLISION. I WAS REQUIRED TO DIVERT MY ATTN FROM LNDG ON THE HELIPAD, BY AN ACFT THAT HAD NO REASON TO BE IN THE AREA OR AT THE ALT AT WHICH HE WAS FLYING. THE PLT WAS NOT MONITORING THE LCL HOSPITAL FREQ AND DID NOT MAKE HIS INTENTIONS CLR ON THE ARPT FREQ. THE REASON WOULD BE OBVIOUS, HE WAS WHERE HE WAS NOT SUPPOSED TO BE.
