Narrative:
Flight from mke to phx was scheduled to depart mke at XC10, release, WX and fuel slip were picked up in mke operations by me at approximately XA25. Aircraft was already fueled with the required minimum fuel of 26300 pounds plus 200 pounds extra as shown on the cockpit gauges. (Fob 26500 pounds) the original planned zero fuel load was estimated to be 118100 pounds, but due to additional unplanned passenger and baggage the actual zero fuel weight was 124087 pounds which required a new flight release to be obtained, mke operations did this on their own and the first the cockpit crew saw of the new release or the increased zero fuel weight was when the mke operations agent brought all the paper work to the cockpit at XC22, 12 mins after the scheduled push time. The new release was reviewed by me, noted the increase of 2 fw then I signed it and returned a copy to the operations agent. It wasn't until I called the times and fuel in to mke that I noticed that dispatch had refigured our estimated burn, and increased our minimum fuel to 27400 pounds and increase of 1100 pounds or 900 pounds more than indicated . I monitored the fuel burn at every check point to phx and was always actual burn better than estimated. We landed in phx with 6300 pounds actual fuel. At the high minimum fuel of 27400 pounds we were forecast to land with 6500 pounds. The night preceding this flight was a ron in mke, I didn't feel up to 100 percent so I stayed in my room and didn't go out for dinner with the crew. The night's sleep wasn't entirely restful, but generally speaking they never are in a hotel. Corrective action: set up a habit pattern for each piece of paper work required for review prior to the flight so nothing is ever missed when you are being pressed to make up time to get back on schedule.

I MONITORED THE FUEL BURN AT EVERY CHK POINT TO PHX AND WAS ALWAYS ACTUAL BURN BETTER THAN ESTIMATED. WE LANDED IN PHX WITH 6300 LBS ACTUAL FUEL. AT THE HIGH MINIMUM FUEL OF 27400 LBS WE WERE FORECAST TO LAND WITH 6500 LBS. THE NIGHT PRECEDING THIS FLT WAS A RON IN MKE, I DIDN'T FEEL UP TO 100 PERCENT SO I STAYED IN MY ROOM AND DIDN'T GO OUT FOR DINNER WITH THE CREW. THE NIGHT'S SLEEP WASN'T ENTIRELY RESTFUL, BUT GENERALLY SPEAKING THEY NEVER ARE IN A HOTEL. CORRECTIVE ACTION: SET UP A HABIT PATTERN FOR EACH PIECE OF PAPER WORK REQUIRED FOR REVIEW PRIOR TO THE FLT SO NOTHING IS EVER MISSED WHEN YOU ARE BEING PRESSED TO MAKE UP TIME TO GET BACK ON SCHEDULE.
