Narrative:

In level cruise flight the #1 engine 'start valve open' light began to flicker. At that point we requested FL250 in case we had to shut the engine down. Center was unable because of conflicting traffic. We pulled the #1 throttle back to idle and the light went out momentarily, but soon came back on and flickered again for a few seconds. The light then came on and stayed on. At that point, as per emergency checklist, the #1 engine was shut down. We declared an emergency and diverted to gso. We requested the emergency equipment to be standing by as a precaution. The landing at gso was without incident.
