Narrative:
Company has a cabin log in all of their aircraft. Cabin log discrepancy, 'no smoking sign in aft galley out.' corrected discrepancy by replacing bulbs and light functional checks ok. Did not enter discrepancy into aircraft log. Did not enter into aircraft log because I felt it was not an airworthiness, safety of flight or emergency equipment item. Callback conversation with reporter revealed the following information: reporter stated that he learned of his mistake of not entering the bulb replacement in the aircraft log from his supervisor who received a letter from the FAA FSDO inspector that found the discrepancy during a surveillance of the md-80 aircraft while at another airport. He said that neither he nor any of the other mechanics were aware that the replacement of light bulbs were considered a safety item that had to be written up in the aircraft log! Now his company mechanics have the policy of writing up most everything done in the aircraft log in order to prevent a recurrence.

Title: ACR MECH FAILS TO SIGN OFF THE REPLACEMENT OF A 'NO SMOKING' LIGHT BULB IN A CABIN GALLEY IN THE ACFT LOG.
Narrative: COMPANY HAS A CABIN LOG IN ALL OF THEIR ACFT. CABIN LOG DISCREPANCY, 'NO SMOKING SIGN IN AFT GALLEY OUT.' CORRECTED DISCREPANCY BY REPLACING BULBS AND LIGHT FUNCTIONAL CHKS OK. DID NOT ENTER DISCREPANCY INTO ACFT LOG. DID NOT ENTER INTO ACFT LOG BECAUSE I FELT IT WAS NOT AN AIRWORTHINESS, SAFETY OF FLT OR EMER EQUIP ITEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE LEARNED OF HIS MISTAKE OF NOT ENTERING THE BULB REPLACEMENT IN THE ACFT LOG FROM HIS SUPVR WHO RECEIVED A LETTER FROM THE FAA FSDO INSPECTOR THAT FOUND THE DISCREPANCY DURING A SURVEILLANCE OF THE MD-80 ACFT WHILE AT ANOTHER ARPT. HE SAID THAT NEITHER HE NOR ANY OF THE OTHER MECHS WERE AWARE THAT THE REPLACEMENT OF LIGHT BULBS WERE CONSIDERED A SAFETY ITEM THAT HAD TO BE WRITTEN UP IN THE ACFT LOG! NOW HIS COMPANY MECHS HAVE THE POLICY OF WRITING UP MOST EVERYTHING DONE IN THE ACFT LOG IN ORDER TO PREVENT A RECURRENCE.
