Narrative:

I was working radar west high sector, and took a handoff from west low on a st. Pete 2 departure (SID) off st. Petersburg international airport. This SID is a turn off runway 35R to a heading of 030 degrees to intercept the pie 010 degree radial. This is a quick turn off the runway for noise abatement, and frequently the aircraft go through the 010 degree radial before they are established on it, bringing them dangerously close to tampa international departures. (Tampa international has a standard departure heading of 310 degrees, which crosses the st. Pete 2 departure northwest of tampa international). Departures off tpa and st. Pete (pie) climb to 1600 ft initially, to make matters worse. In this instance, the B737 was climbing to 4000 ft, and by the time transfer of communications was completed, he was at 4000 ft and had interfered with tpa 'final' airspace (tpa was on runway 18). Tpa final had an aircraft above the B737 at 5000 ft that I had given him (as per SOP at tpa), and descended the aircraft for landing at tpa. I immediately turned the B737 before there was a conflict, but the possibility is always there -- the new st. Pete 2 departure interferes with tpa international traffic for the sake of noise abatement. I believe this new departure should be re-assessed as to the 'built-in' conflictions with tampa international traffic (departures and/or arrs) -- these problems are because of the new st. Pete 2 departure, all for the sake of 1 group of people who insist on this noise-abatement procedure.

Title: B737 NAV ERROR ON NOISE ABATEMENT SID UNCOORD PENETRATION OF AIRSPACE.

Narrative: I WAS WORKING RADAR W HIGH SECTOR, AND TOOK A HDOF FROM W LOW ON A ST. PETE 2 DEP (SID) OFF ST. PETERSBURG INTL ARPT. THIS SID IS A TURN OFF RWY 35R TO A HDG OF 030 DEGS TO INTERCEPT THE PIE 010 DEG RADIAL. THIS IS A QUICK TURN OFF THE RWY FOR NOISE ABATEMENT, AND FREQUENTLY THE ACFT GO THROUGH THE 010 DEG RADIAL BEFORE THEY ARE ESTABLISHED ON IT, BRINGING THEM DANGEROUSLY CLOSE TO TAMPA INTL DEPS. (TAMPA INTL HAS A STANDARD DEP HDG OF 310 DEGS, WHICH CROSSES THE ST. PETE 2 DEP NW OF TAMPA INTL). DEPS OFF TPA AND ST. PETE (PIE) CLB TO 1600 FT INITIALLY, TO MAKE MATTERS WORSE. IN THIS INSTANCE, THE B737 WAS CLBING TO 4000 FT, AND BY THE TIME TRANSFER OF COMS WAS COMPLETED, HE WAS AT 4000 FT AND HAD INTERFERED WITH TPA 'FINAL' AIRSPACE (TPA WAS ON RWY 18). TPA FINAL HAD AN ACFT ABOVE THE B737 AT 5000 FT THAT I HAD GIVEN HIM (AS PER SOP AT TPA), AND DSNDED THE ACFT FOR LNDG AT TPA. I IMMEDIATELY TURNED THE B737 BEFORE THERE WAS A CONFLICT, BUT THE POSSIBILITY IS ALWAYS THERE -- THE NEW ST. PETE 2 DEP INTERFERES WITH TPA INTL TFC FOR THE SAKE OF NOISE ABATEMENT. I BELIEVE THIS NEW DEP SHOULD BE RE-ASSESSED AS TO THE 'BUILT-IN' CONFLICTIONS WITH TAMPA INTL TFC (DEPS AND/OR ARRS) -- THESE PROBS ARE BECAUSE OF THE NEW ST. PETE 2 DEP, ALL FOR THE SAKE OF 1 GROUP OF PEOPLE WHO INSIST ON THIS NOISE-ABATEMENT PROC.
