Narrative:
X shooting BC17 A20 cleared for approach at upjohn cleared to land runway 17 following company cessna. Short final controller said X make right base for runway 23. At 200 ft and short final we had no choice but to make a landing on runway 23. Unknown to us other traffic cleared for landing on runway 23, causing a near miss. 2 hours previous a similar circumstance occurred with several other planes by the same controller. Also the controller kept giving us other approach procedures other than requested. I believe that the controller did not have full grasp on what was going on and how many planes and where they were. He may have been accidentally transposing numbers of aircraft. Also not remembering what instructions he was giving to what traffic. Controller said that he had told us to make right base and traffic for sequence #2 for runway 23. Why would I want runway 23 right traffic if I have an instrument student shooting a BC17 approach to minimums?

Title: X NON ADHERENCE TO ATC INSTRUCTION HAD NMAC WITH ACFT ON FINAL APCH.
Narrative: X SHOOTING BC17 A20 CLRED FOR APCH AT UPJOHN CLRED TO LAND RWY 17 FOLLOWING COMPANY CESSNA. SHORT FINAL CTLR SAID X MAKE R BASE FOR RWY 23. AT 200 FT AND SHORT FINAL WE HAD NO CHOICE BUT TO MAKE A LNDG ON RWY 23. UNKNOWN TO US OTHER TFC CLRED FOR LNDG ON RWY 23, CAUSING A NEAR MISS. 2 HRS PREVIOUS A SIMILAR CIRCUMSTANCE OCCURRED WITH SEVERAL OTHER PLANES BY THE SAME CTLR. ALSO THE CTLR KEPT GIVING US OTHER APCH PROCS OTHER THAN REQUESTED. I BELIEVE THAT THE CTLR DID NOT HAVE FULL GRASP ON WHAT WAS GOING ON AND HOW MANY PLANES AND WHERE THEY WERE. HE MAY HAVE BEEN ACCIDENTALLY TRANSPOSING NUMBERS OF ACFT. ALSO NOT REMEMBERING WHAT INSTRUCTIONS HE WAS GIVING TO WHAT TFC. CTLR SAID THAT HE HAD TOLD US TO MAKE R BASE AND TFC FOR SEQUENCE #2 FOR RWY 23. WHY WOULD I WANT RWY 23 R TFC IF I HAVE AN INST STUDENT SHOOTING A BC17 APCH TO MINIMUMS?
