Narrative:
Extinguished electrical after docking at gate. Callback conversation with reporter revealed the following information: reporter has submitted reports to whoever would accept them, out of frustration with an endless problem. The reporter was prompted to submit this report while working as a check airman with a new captain. The md-11 had been at the gate at the station in question for over 15 mins with fuelers on standby. The problem was amplified by a language barrier. Since the date of this incident, a new base manager has been in place and reporter states that this has become a more hopeful situation.

Title: AN ACR CHK AIRMAN AIRED FRUSTRATION OVER EQUIP DELAY, CITING MULTIPLE STATION OPS PROBS, SIGNIFICANTLY RELATED TO A LANGUAGE BARRIER.
Narrative: EXTINGUISHED ELECTRICAL AFTER DOCKING AT GATE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAS SUBMITTED RPTS TO WHOEVER WOULD ACCEPT THEM, OUT OF FRUSTRATION WITH AN ENDLESS PROB. THE RPTR WAS PROMPTED TO SUBMIT THIS RPT WHILE WORKING AS A CHK AIRMAN WITH A NEW CAPT. THE MD-11 HAD BEEN AT THE GATE AT THE STATION IN QUESTION FOR OVER 15 MINS WITH FUELERS ON STANDBY. THE PROB WAS AMPLIFIED BY A LANGUAGE BARRIER. SINCE THE DATE OF THIS INCIDENT, A NEW BASE MGR HAS BEEN IN PLACE AND RPTR STATES THAT THIS HAS BECOME A MORE HOPEFUL SIT.
