Narrative:
I was working all positions combined at phl approach. Dover called to make a manual handoff on cpr X who was just east of eno at the time. I had no information on the aircraft and only a limited data block which indicated a target level at 7000 ft. I told dover 'no, I have no information, I don't want him but I'll call you back.' dover, while we were requesting the flight plan from the fdio turned the aircraft into my airspace and put it on my frequency. When we questioned the dover controller why she did it she told us she directed an automated handoff at us and she thought we took it. I never accepted an automated or a manual handoff. The aircraft, cpr X, a LR36 was routed from dover to alb via the ilg-7, dqo- etx-J80-sax-J6-alb. That route is not valid. Dover also informed us that they have the ability to direct handoffs to ZDC but that she did not do that in this case. Dover told us that ZDC called about the aircraft as it was entering our airspace. ZDC never answered our landline calls. We realized that somehow ZDC had accepted a handoff dover had directed at phl. This type of confusion has occurred time and time again for yrs between dover and phl with the ilg-7 departures. It is typically handled by phl controllers much like we did in this situation, by scrambling to get a route from ZNY, sending the aircraft on its way and accepting the status quo. I believe it needs to be addressed once and for all. I have filed an unsatisfactory condition report on it. Callback conversation with reporter revealed the following information: reporter stated the incident was investigated and the dov controller had misdirected the radar handoff to the center instead of to phl approach control. Procedures have been put in place where dov now has to give flight plan information to phl on this route prior to radar handoff.

Title: CPR X UNAUTH PENETRATION OF ADJOINING APCH CTL AIRSPACE.
Narrative: I WAS WORKING ALL POSITIONS COMBINED AT PHL APCH. DOVER CALLED TO MAKE A MANUAL HDOF ON CPR X WHO WAS JUST E OF ENO AT THE TIME. I HAD NO INFO ON THE ACFT AND ONLY A LIMITED DATA BLOCK WHICH INDICATED A TARGET LEVEL AT 7000 FT. I TOLD DOVER 'NO, I HAVE NO INFO, I DON'T WANT HIM BUT I'LL CALL YOU BACK.' DOVER ALSO INFORMED US THAT THEY HAVE THE ABILITY TO DIRECT HDOFS TO ZDC BUT THAT SHE DID NOT DO THAT IN THIS CASE. DOVER TOLD US THAT ZDC CALLED ABOUT THE ACFT AS IT WAS ENTERING OUR AIRSPACE. ZDC NEVER ANSWERED OUR LANDLINE CALLS. WE REALIZED THAT SOMEHOW ZDC HAD ACCEPTED A HDOF DOVER HAD DIRECTED AT PHL. THIS TYPE OF CONFUSION HAS OCCURRED TIME AND TIME AGAIN FOR YRS BTWN DOVER AND PHL WITH THE ILG-7 DEPS. IT IS TYPICALLY HANDLED BY PHL CTLRS MUCH LIKE WE DID IN THIS SIT, BY SCRAMBLING TO GET A RTE FROM ZNY, SENDING THE ACFT ON ITS WAY AND ACCEPTING THE STATUS QUO. I BELIEVE IT NEEDS TO BE ADDRESSED ONCE AND FOR ALL. I HAVE FILED AN UNSATISFACTORY CONDITION RPT ON IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE INCIDENT WAS INVESTIGATED AND THE DOV CTLR HAD MISDIRECTED THE RADAR HDOF TO THE CTR INSTEAD OF TO PHL APCH CTL. PROCS HAVE BEEN PUT IN PLACE WHERE DOV NOW HAS TO GIVE FLT PLAN INFO TO PHL ON THIS RTE PRIOR TO RADAR HDOF.
