Narrative:
While on a visual approach to runway 26R at phx, I flew the GS from a 10 mi final. After a normal landing and engine shutdown at the gate, the FAA aviation safety inspector, that was riding on our jumpseat and giving us a route check, said that we were 200 ft below class B airspace crossing over price road on final approach. He also said we were on the GS, not below it. Checking my TCA 10-1 chart, I found that neither price road nor a DME fix was indicated on the map and there is no way to identify the boundary of class B airspace. If we had a VFR class B TCA chart for phx, az, we could have idented the boundary if we knew where price road was located on the ground. We are not issued that chart and we were on an IFR (visual approach) flight plan at the time. Callback conversation with reporter revealed the following information: procedures specialist stated the airspace design problem has been brought to the facilities attention and they are asking for rule making to change the class B airspace to keep aircraft above the floor of the class B airspace.

Title: ACR X DSCNT BELOW FLOOR OF CLASS B AIRSPACE WHILE ON VISUAL APCH. VIOLATION FAR 91 PT 131.
Narrative: WHILE ON A VISUAL APCH TO RWY 26R AT PHX, I FLEW THE GS FROM A 10 MI FINAL. AFTER A NORMAL LNDG AND ENG SHUTDOWN AT THE GATE, THE FAA AVIATION SAFETY INSPECTOR, THAT WAS RIDING ON OUR JUMPSEAT AND GIVING US A RTE CHK, SAID THAT WE WERE 200 FT BELOW CLASS B AIRSPACE XING OVER PRICE ROAD ON FINAL APCH. HE ALSO SAID WE WERE ON THE GS, NOT BELOW IT. CHKING MY TCA 10-1 CHART, I FOUND THAT NEITHER PRICE ROAD NOR A DME FIX WAS INDICATED ON THE MAP AND THERE IS NO WAY TO IDENT THE BOUNDARY OF CLASS B AIRSPACE. IF WE HAD A VFR CLASS B TCA CHART FOR PHX, AZ, WE COULD HAVE IDENTED THE BOUNDARY IF WE KNEW WHERE PRICE ROAD WAS LOCATED ON THE GND. WE ARE NOT ISSUED THAT CHART AND WE WERE ON AN IFR (VISUAL APCH) FLT PLAN AT THE TIME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PROCS SPECIALIST STATED THE AIRSPACE DESIGN PROB HAS BEEN BROUGHT TO THE FACILITIES ATTN AND THEY ARE ASKING FOR RULE MAKING TO CHANGE THE CLASS B AIRSPACE TO KEEP ACFT ABOVE THE FLOOR OF THE CLASS B AIRSPACE.
