Narrative:
We were instructed by approach to intercept final for ILS runway 12 and cleared for approach. That was the last time he talked to us. He talked continuously to other aircraft. I was hand flying because the localizer would jump back and forth causing the autoplt to make continuous turns on the approach. After landing we both realized approach never turned us over to the tower. We contacted ground off the runway and there was no mention of not having a landing clearance.
