Narrative:
Flight IFR clearance N44 (toms river, nj) V-16 kennedy V229 radar vectors to tweed, new haven, ct. On new york approach at 5000 ft V229, given heading to intercept localizer tweed. Told to descend to 4000 ft and expect to go through localizer with vectors back to localizer, descend to 3000 ft which occurred while going through localizer. Then I was told I had descended to 2500 ft so I said thank you and returned to 3000 ft. Then I was given heading 340 degrees which I heard as 034 degrees. I said I am on 034 degrees and need more to the left. He said you are going away from localizer. I canceled my IFR to take 180 degrees and expect return to localizer 4 mi from intersection. Changed me to tower and I landed on runway 20 at tweed.

Narrative: FLT IFR CLRNC N44 (TOMS RIVER, NJ) V-16 KENNEDY V229 RADAR VECTORS TO TWEED, NEW HAVEN, CT. ON NEW YORK APCH AT 5000 FT V229, GIVEN HDG TO INTERCEPT LOC TWEED. TOLD TO DSND TO 4000 FT AND EXPECT TO GO THROUGH LOC WITH VECTORS BACK TO LOC, DSND TO 3000 FT WHICH OCCURRED WHILE GOING THROUGH LOC. THEN I WAS TOLD I HAD DSNDED TO 2500 FT SO I SAID THANK YOU AND RETURNED TO 3000 FT. THEN I WAS GIVEN HDG 340 DEGS WHICH I HEARD AS 034 DEGS. I SAID I AM ON 034 DEGS AND NEED MORE TO THE L. HE SAID YOU ARE GOING AWAY FROM LOC. I CANCELED MY IFR TO TAKE 180 DEGS AND EXPECT RETURN TO LOC 4 MI FROM INTXN. CHANGED ME TO TWR AND I LANDED ON RWY 20 AT TWEED.
