Narrative:
I departed sonoma county airport and flew to napa airport. After departing napa, I contacted travis approach with my intentions to fly buchanan field, concord, direct. Radar contact was established and travis provided TA's. Upon having buchanan field in sight, I requested termination of services with travis. After monitoring ATIS, I contacted concord tower with my intentions to land. I was told my radio was breaking up upon transmission and asked to switch my radios. I complied. My next contact with tower, I informed I was over highway 4 inbound from the east for landing with the information. Controller replied: highway 4 long highway need more exact location. Tone of controller's voice agitated. I replied I was 2-3 mi out. Controller gave me base entry for runway 32R. Due to my location at that time (see attached map), I chose a downwind entry to runway 32R as I was not even close to base entry. Before I could notify tower of my location, controller informs me he has me on downwind, once again in an agitated tone of voice. I acknowledge. Controller then informs me I'm #2 clear to land and traffic is on short final. I acknowledge. I contact controller to verify I'm clear to land and notify him I do not have traffic in sight. Controller replies traffic is not an issue and clears me to land runway 32R. Upon landing I pass up first taxiway, unfamiliar with field I contact controller and ask where to taxi. Controller informs me to turn left on upcoming inactive runway and contact ground. I acknowledge and inform controller I wish to taxi back to active. I turned left and continued to taxi. Controller contacts me very abruptly and angrily informs me I'm on an active runway. No traffic had been cleared for takeoff or landing on said runway at this particular time. Thinking I had followed his earlier directions for taxi, I apologized and asked him where he wishes me to go from here. Controller asks my complete 5 digit call sign and home airport and informs me to contact tower when I returned to home airport. Unnerved and rattled by the chain of events and how they escalated unnecessarily, I was taken back by the rude treatment I received from the tower controller. I taxied to run-up area. I contacted tower and mistakenly requested runway 18R for takeoff. Since concord does not even have 18 runways, the controller sternly informed me the active is runway 32R. Controller then instructed me to taxi into position on runway 32R. After returning home I immediately called the number I was instructed to call. I received concord tower. I spoke to the same controller. Once again, extremely rude and spoke in an agitated tone. He proceeded to question me, asking such questions as was I alone while flying or carrying passenger, was my passenger a flight instructor, did I own or rent the plane and who was responsible for the plane. He expressed his concern (harshly) and I asked if I could explain my side of the situation. He informed me 'please do' once again very sarcastic. His first concern was my radios and their static transmission. I explained I had departed sts, communicated with napa tower both for landing and takeoff and again with travis approach without any radio problems. He then asked for the complete name and phone number of the flying club and person in charge as well as my complete name and phone number as he felt he should contact them as well. After giving him the information I apologized for any inconvenience I might have caused. Callback conversation with reporter revealed the following: reporter informed that controller should not talk to pilot in manner described in report and reporter should call facility manager.

Title: SMA NON ADHERENCE TO ATC INSTRUCTIONS. RWY INCURSION. CTLR UNPROFESSIONAL BEHAVIOR.
Narrative: I DEPARTED SONOMA COUNTY ARPT AND FLEW TO NAPA ARPT. AFTER DEPARTING NAPA, I CONTACTED TRAVIS APCH WITH MY INTENTIONS TO FLY BUCHANAN FIELD, CONCORD, DIRECT. RADAR CONTACT WAS ESTABLISHED AND TRAVIS PROVIDED TA'S. UPON HAVING BUCHANAN FIELD IN SIGHT, I REQUESTED TERMINATION OF SVCS WITH TRAVIS. AFTER MONITORING ATIS, I CONTACTED CONCORD TWR WITH MY INTENTIONS TO LAND. I WAS TOLD MY RADIO WAS BREAKING UP UPON XMISSION AND ASKED TO SWITCH MY RADIOS. I COMPLIED. MY NEXT CONTACT WITH TWR, I INFORMED I WAS OVER HWY 4 INBOUND FROM THE E FOR LNDG WITH THE INFO. CTLR REPLIED: HWY 4 LONG HWY NEED MORE EXACT LOCATION. TONE OF CTLR'S VOICE AGITATED. I REPLIED I WAS 2-3 MI OUT. CTLR GAVE ME BASE ENTRY FOR RWY 32R. DUE TO MY LOCATION AT THAT TIME (SEE ATTACHED MAP), I CHOSE A DOWNWIND ENTRY TO RWY 32R AS I WAS NOT EVEN CLOSE TO BASE ENTRY. BEFORE I COULD NOTIFY TWR OF MY LOCATION, CTLR INFORMS ME HE HAS ME ON DOWNWIND, ONCE AGAIN IN AN AGITATED TONE OF VOICE. I ACKNOWLEDGE. CTLR THEN INFORMS ME I'M #2 CLR TO LAND AND TFC IS ON SHORT FINAL. I ACKNOWLEDGE. I CONTACT CTLR TO VERIFY I'M CLR TO LAND AND NOTIFY HIM I DO NOT HAVE TFC IN SIGHT. CTLR ASKS MY COMPLETE 5 DIGIT CALL SIGN AND HOME ARPT AND INFORMS ME TO CONTACT TWR WHEN I RETURNED TO HOME ARPT. HE EXPRESSED HIS CONCERN (HARSHLY) AND I ASKED IF I COULD EXPLAIN MY SIDE OF THE SIT. HE INFORMED ME 'PLEASE DO' ONCE AGAIN VERY SARCASTIC. HIS FIRST CONCERN WAS MY RADIOS AND THEIR STATIC XMISSION. I EXPLAINED I HAD DEPARTED STS, COMMUNICATED WITH NAPA TWR BOTH FOR LNDG AND TKOF AND AGAIN WITH TRAVIS APCH WITHOUT ANY RADIO PROBS. HE THEN ASKED FOR THE COMPLETE NAME AND PHONE NUMBER OF THE FLYING CLUB AND PERSON IN CHARGE AS WELL AS MY COMPLETE NAME AND PHONE NUMBER AS HE FELT HE SHOULD CONTACT THEM AS WELL. AFTER GIVING HIM THE INFO I APOLOGIZED FOR ANY INCONVENIENCE I MIGHT HAVE CAUSED. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR INFORMED THAT CTLR SHOULD NOT TALK TO PLT IN MANNER DESCRIBED IN RPT AND RPTR SHOULD CALL FACILITY MGR.
