Narrative:

Air carrier X on downwind north of lax -- vectors for ILS runway 24R approach. When just north of romen LOM approach turned us to a 160 degree heading. I asked the controller if we could extend further east, as it was obvious we would be too tight to the LOM at our altitude -- approximately 5500 ft MSL descending. He said he would have to take us 15 NM further out before he would have another hole to fit us into. We accepted the heading and I asked him if he was going to insure we would intercept the GS from below. He said no. I then said it was a requirement in his handbook and got no response. He then proceeded to turn us on to the approach inside the OM, again, contrary to his handbook. We intercepted the GS from above and continued the approach. We broke out approximately 100 ft above decision ht. My main concern is our being penalized by having to fly an additional 15 plus mi or accept a potentially unsafe approach clearance because the controller does not adhere to his handbook requirements.

Title: ACR X ILLEGAL APCH CLRNC RADAR VECTOR TURN ON AT FINAL APCH FIX.

Narrative: ACR X ON DOWNWIND N OF LAX -- VECTORS FOR ILS RWY 24R APCH. WHEN JUST N OF ROMEN LOM APCH TURNED US TO A 160 DEG HDG. I ASKED THE CTLR IF WE COULD EXTEND FURTHER E, AS IT WAS OBVIOUS WE WOULD BE TOO TIGHT TO THE LOM AT OUR ALT -- APPROX 5500 FT MSL DSNDING. HE SAID HE WOULD HAVE TO TAKE US 15 NM FURTHER OUT BEFORE HE WOULD HAVE ANOTHER HOLE TO FIT US INTO. WE ACCEPTED THE HDG AND I ASKED HIM IF HE WAS GOING TO INSURE WE WOULD INTERCEPT THE GS FROM BELOW. HE SAID NO. I THEN SAID IT WAS A REQUIREMENT IN HIS HANDBOOK AND GOT NO RESPONSE. HE THEN PROCEEDED TO TURN US ON TO THE APCH INSIDE THE OM, AGAIN, CONTRARY TO HIS HANDBOOK. WE INTERCEPTED THE GS FROM ABOVE AND CONTINUED THE APCH. WE BROKE OUT APPROX 100 FT ABOVE DECISION HT. MY MAIN CONCERN IS OUR BEING PENALIZED BY HAVING TO FLY AN ADDITIONAL 15 PLUS MI OR ACCEPT A POTENTIALLY UNSAFE APCH CLRNC BECAUSE THE CTLR DOES NOT ADHERE TO HIS HANDBOOK REQUIREMENTS.
