Narrative:
When the depot aviation officer, air traffic and airspace officer, and airfield safety officer, retired 1 yr ago, in his on the job training he gave me to do this job (with someone due to be named as the air traffic assistant, newly raised to GS-9, which I believed I had a good chance for because of my extensive aviation backgnd and currency which no one else at the depot possessed, thus making me eligible and reachable as a GS-5) he advised me that there were too many hidden agendas and he wished me good luck in getting the job. I knew the civilian air traffic area job should be either his or mine and I was right. In august, despite my briefing, 2 C-130 crews forgot my warning and overflew an eccentric individual's house (he had previous correspondence with the president): this march the C-130 ignored my advisory and flew a r-hand pattern for runway 34. Last august the pilot landed without calling up when near the field. There had been cars and crash trucks crossing the active. Also, I gave him a book of approach plates and cautioned him about the vehicles and the occasional stray C-150. The job requires filing flight plans, the fellow selected as minimally qualified cannot file and cannot access the duats computer because he was not even a student pilot. My union would not process a grievance. I recently learned the depot is paying for his private license. I have made a formal complaint to the united states office of special counsel.

Title: MULTIPLE RPTS FROM ONE INDIVIDUAL WHO FEELS THAT THE WRONG PERSON WAS HIRED TO FILL HIS POS AS ARPT DEPOT MGR SUPVR.
Narrative: WHEN THE DEPOT AVIATION OFFICER, AIR TFC AND AIRSPACE OFFICER, AND AIRFIELD SAFETY OFFICER, RETIRED 1 YR AGO, IN HIS ON THE JOB TRAINING HE GAVE ME TO DO THIS JOB (WITH SOMEONE DUE TO BE NAMED AS THE AIR TFC ASSISTANT, NEWLY RAISED TO GS-9, WHICH I BELIEVED I HAD A GOOD CHANCE FOR BECAUSE OF MY EXTENSIVE AVIATION BACKGND AND CURRENCY WHICH NO ONE ELSE AT THE DEPOT POSSESSED, THUS MAKING ME ELIGIBLE AND REACHABLE AS A GS-5) HE ADVISED ME THAT THERE WERE TOO MANY HIDDEN AGENDAS AND HE WISHED ME GOOD LUCK IN GETTING THE JOB.
