Narrative:
On the fossil 2 arrival to phx, ATC slowed us to 280 KIAS and gave us a turn to cut the corner and a clearance to cross tonto at 12000 ft and 250 KIAS. The captain began the descent, realizing the distance was shorter he used maximum speed brakes and idle power. We crossed tonto above 12000 ft, but at 250 KIAS. We should have notified approach as soon as we realized we could not meet both restrs, and let them decide. Supplemental information from acn 311426: I began the descent, realized distance was short and started a maximum descent with speed brakes and idle. Crossed tonto at approximately 13800 ft, 250 KTS. Should have notified approach as soon as I realized we would be unable to make crossing due to tailwinds.

Title: ALT XING RESTR. FLC REALIZES THAT THEY ARE NOT GOING TO MAKE THE ASSIGNED XING RESTR AND CROSSES 1800 FT HIGH.

SHOULD HAVE NOTIFIED APCH AS SOON AS I REALIZED WE WOULD BE UNABLE TO MAKE XING DUE TO TAILWINDS.
