Narrative:
By following the oshkosh fly-in 1995 NOTAM arrival/departure procedures which explicitly stated 'do not contact control,' and ATIS instructions to taxi to runway 27, and directions to runway 27 by the one pilot group official available, we inadvertently crossed active runways. There was no other traffic. This would not have happened if there had been pilot group flagmen directing us to the departure point as the NOTAM indicated would happen.

Narrative: BY FOLLOWING THE OSHKOSH FLY-IN 1995 NOTAM ARR/DEP PROCS WHICH EXPLICITLY STATED 'DO NOT CONTACT CTL,' AND ATIS INSTRUCTIONS TO TAXI TO RWY 27, AND DIRECTIONS TO RWY 27 BY THE ONE PLT GROUP OFFICIAL AVAILABLE, WE INADVERTENTLY CROSSED ACTIVE RWYS. THERE WAS NO OTHER TFC. THIS WOULD NOT HAVE HAPPENED IF THERE HAD BEEN PLT GROUP FLAGMEN DIRECTING US TO THE DEP POINT AS THE NOTAM INDICATED WOULD HAPPEN.
