Narrative:
On or about nov/xx/93, while performing an annual inspection on beechcraft, a be-95, it was noticed and noted that the ELT battery was out of date. As the ai in charge of the inspection I asked the #1 a and P to remove the ELT and replace the battery. He passed it along to the #2 a and P, who was the son of the owner. Mr X failed to remove the ELT and replace the battery. The aircraft was ferried back to mobile where it was based, after completing the paperwork and signing off the logbooks. A breakdown in the work schedule between the 2 a and P's and my failure to check to see that the work had been complied with is a contributing factor. The incident was discovered because the aircraft was involved in an accident near leakesville, ms. The result was the ELT did not activate. I contacted both a and P's and informed them of their negligence and reminded them of their obligations to carry out their assignments without failure. Title: 'IA' MECH SIGNED OFF AN ACFT ANNUAL INSPECTION WHEN THE ELT (EMER LOCATOR XMITTER) BATTERY WAS EXPIRED.
Narrative: ON OR ABOUT NOV/XX/93, WHILE PERFORMING AN ANNUAL INSPECTION ON BEECHCRAFT, A BE-95, IT WAS NOTICED AND NOTED THAT THE ELT BATTERY WAS OUT OF DATE.
